Rules of Entry and Stay on the Territory of Ukraine

Entry, departure and stay of foreign citizens on the territory of Ukraine are regulated by the Law of Ukraine “On the Legal Status of Foreign Citizens and Individuals without Citizenship” of 25 December, 2011, the Entrance, Departure and Transit Regulations for Foreign Citizens approved by the Order of the Ukrainian Cabinet of Ministers of 1 June, 2011 № 567, the Consideration Order of Applications for the Duration of Stay in Ukraine for Foreign Citizens and Individuals without Citizenship approved by the Order of the Ukrainian Ministry of Internal Affairs of 23 August, 2011 № 601, the Order of Issuance of Authorization for Temporary Stay approved by the Order of the Ukrainian Ministry of Internal Affairs of 23 August, 2011 № 602, the Order of the Ukrainian Cabinet of Ministers of 15 February, 2012 № 150 on approval of the Order of Applications for the Extension or Reduction of Stay in Ukraine for Foreign Citizens and Individuals without Citizenship, the Order of the Ukrainian Cabinet of Ministers of 28 March, 2012 № 251 on approval of the Order of Issuance of Authorization for Permanent or Temporary Stay.

The foreign citizens willing to study at Donetsk National University must enter the territory of Ukraine having a long-term visa “D” issued by the Embassy or Consulate of Ukraine in their native countries with the reference to the invitation.

On enrollment the university issues the authorization for temporary stay in accordance with Ukrainian legislation.

If a foreign citizen wishes, he/she can be met by a university representative at any airport of Ukraine and accompanied by him/her on a travel to the place of study (at the expense of a foreign citizen).

Foreign citizens cannot be registered on the territory of Ukraine without a migration card. The migration card stands for a document acknowledging that the student has entered the territory of Ukraine legally. It is a compulsory document necessary for a further registration.

The migration card is given by flight attendants or conductors during the flight/trip. Moreover, the migration card forms can be obtained before a passport control at the airport or, provided that the student travels by bus or by train, he/she can obtain the migration card on crossing the border of Ukraine.

During the passport control on entering the territory of Ukraine, the filled migration card is shown to the employee of a Border Service who checks the personal information, makes notes on the date of crossing the border and adds the information to the electronic database. Before leaving a control zone, it is necessary to check if there is a part of the migration card where the date of crossing the border is specified. It is extremely important to keep the migration card till the departure date.

The documents necessary for the visa issuance:

  • passport;
  • invitation;
  • certificate of complete secondary education and its enclosure with notarized translations into the Ukrainian language;
  • birth certificate with a notarized translation into the Ukrainian language;
  • health certificate with a notarized translation into the Ukrainian language issued by the official public health authority of a foreign student’s country within two months before the documents submission;
  • medical certificate of AIDS test results with the notarized translation into the Ukrainian language;
  • open return ticket for departure within one year.

Life insurance and medical insurance are necessary and compulsory for all the international students willing to study in Ukraine.
